Downey Unified School District Informs Parents That Alex Ruiz Substitute Teacher at Ward Elementary School, Accused of Fondling Multiple Underage Female Students

DOWNEY, CALIFORNIA (November 5, 2025) – A substitute teacher at Ward Elementary School in Downey identified as Alex Ruiz was arrested for allegedly inappropriately touching two 4th grade girls.

Los Angeles County officials are saying that the incident began on October 9. Alex Ruiz was accused of patting the bottoms of two female fourth-grade students over their clothing.

After the principal learned of the allegations, he was removed from the school, and Downey Unified started the process to terminate his employment. The Downey Police Department was also contacted.

Alex Ruiz was subsequently contacted by law enforcement and arrested that same day. He was scheduled to be arraigned on November 3. Following the arrest of the defendant, one additional fourth-grade student and three third-grade students said that he engaged in the same misconduct with them.

The Downey Police Department is encouraging anyone that may have more information to come forward and speak with them.

Pursuant to California Penal Code §243.4(e)(1), any person who touches the intimate part of another person for the purpose of sexual arousal or gratification is guilty of sexual battery.
