Taylor Risner (Full Name: Taylor Dean Risner), Teacher’s Aide For Special Needs Children, Arrested By Los Alamitos Police Department In Connection With Child Explotation Case

LOS ALAMITOS, CALIFORNIA (July 6, 2023) – A 20-year-old teacher’s aide identified as Taylor Risner has been arrested on numerous child sexual abuse and exploitation charges.
The Los Alamitos Police Department made their arrest in June after they got a call regarding a welfare check on a missing girl from Burlington County, New Jersey. Taylor Risner is facing numerous charges including luring a child for sex and meeting a minor for sex.
The 20-year-old is also facing charges for possession of child pornography, manufacturing child pornography and statutory rape. Investigators in New Jersey located the girl who they believe was the victim of child sex crimes.
The defendant is also suspected of victimizing another minor in New Jersey. Taylor Risner was previously employed as a teacher’s aide for Gledhill Elementary in North Hills.
Many of the children that he worked with were non-verbal autistic. A full investigation remains ongoing at this time.
Liability For Childhood Sexual Abuse
Child sexual abuse remains prevalent all over the United States and the rest of the world. According to the Industrial Psychiatry Journal, “The global figures of prevalence of CSA are mind-boggling. In 2002, the WHO estimated that worldwide 150 million females and 73 million males under the age of 18 years suffered CSA.” Children with special needs or who are non-verbal are especially vulnerable to childhood sexual abuse. Under California Penal Code 288(a), it is illegal for any adult in California to engage in lewd conduct with a child. Pursuant to California Penal Code 311.11(a), every person who knowingly possesses or controls child pornography is guilty of a crime. Teachers in California are mandated reporters. They have a legal obligation to report suspicious behavior of other teachers or school employees. When a teacher fails to report reasonably suspected instances of child sexual abuse, they could also be found guilty of a crime.
Liability for childhood sexual abuse incidents could extend to a school district. Schools must thoroughly vet prospective employees and properly monitor the chilkdren in their care. Consider, for example, Taylor v. Oakland Scavenger Co., 17 Cal. 2d 594 [110 P.2d 1044], “It is the duty of the school authorities to supervise at all times the conduct of the children on the school grounds and to enforce those rules and regulations necessary to their protection.” There are a number of steps that should be taken after any suspected instance of teacher sexual abuse.
