Kim Wilson, Former Sacramento Teacher, Arrested on Child Sexual Abuse Charges

SACRAMENTO, CALIFORNIA (August 23, 2025) – Kim Wilson, a former teacher at Del Paso Heights Elementary School in Sacramento, was arrested on child sex abuse charges. 

Sacramento County officials are saying that the defendant pleaded guilty to 9 felony counts of committing lewd acts with a child. Kim Wilson has since been sentenced to 215 years to life in prison. 

Prior to being arrested, the defendant founded the broadcasting club at Del Paso Heights Elementary School. The club had its own room that was soundproof and lacked windows.

He would take students into the room and sexually assault them, often filming the acts. Some victims were also sexually assaulted when he hosted events at his home.

Prior to being sentenced, Sacramento police searched the home of Kim Wilson and found numerous forms of evidence depicting child sexual abuse.

Liability for Sacramento County Child Sexual Abuse

Schools have a legal obligation to protect students from reasonably foreseeable sources of harm. This includes protecting them from teachers and other school officials who may sexually abuse or exploit them. When a school district fails to adequately supervise students who are sexually abused by teachers, this could form the basis of a negligence claim. There are many ways that a school may have been negligent in failing to properly protect students.

  • Isolation: A school may have allowed a teacher to be isolated with individual students. 
  • Negligent Hiring: A school may have failed to conduct a thorough background check or failed to verify references.
  • Inadequate Investigations: A school may have failed to investigate reports of abuse or misconduct involving their employees. 

Schools can be held liable for abuse that takes place off school grounds if it was part of an officially sanctioned school event, like a field trip. Teachers are considered mandated reporters. They have a legal obligation to report all reasonably suspected instances of child sexual abuse. As outlined in Virginia G. v. ABC Unified School District (1993) 15 Cal.App.4th 1848, schools can be liable for the sexual assault of a student if teachers knew (or should have known) about that teacher’s history of sexual abuse and failed to act.

Preventing Child Sexual Abuse in Sacramento County

Sexual abuse remains a common occurrence across California and the United States. According to neaToday, “there were 14,938 incidents of sexual violence in K–12 schools in 2017 – 2018 compared with 9,649 in 2015 – 2016, representing a 55 percent increase.” Schools should take many different measures to protect their students from being sexually abused.

  • Training: All school officials should be trained to recognize the signs that sexual abuse is taking place. 
  • Awareness: Schools should be aware of the factors that contribute to sexual victimization and predation. 
  • Monitoring: Students must be properly monitored at all times during the school day. 
  • Reporting: Schools should have anonymous reporting mechanisms that allow students and school employees to report misconduct that they encounter. 

The vast majority of sexual abuse that takes place in a school setting is preventable. Unfortunately, schools will almost never admit fault when a teacher or other school official abuses students. But the truth of the matter is that abuse is usually preceded by grooming and other concerning behaviors. Any person that is sexually abused by a school official may be able to seek some measure of accountability through a civil claim.
