CARSON, CALIFORNIA (March 16, 2026) – An elderly couple identified as Gary Hogg and Alicia Hogg have been arrested on charges related to an elder abuse investigation in Carson.
Los Angeles County officials are saying that the arrest took place on Wednesday. Deputies were able to serve warrants at four homes in the early morning hours of Wednesday. Authorities said that several elderly patients have been rescued in Carson.
Gary Hogg and Alicia Hogg are accused of operating multiple unlicensed facilities. Apparently, investigators have been looking into the homes since February 24 after getting a service call at one of them.
Alicia Hogg owns a company identified as Abundant Care Home Inc. A couple also operate a nonprofit identified as Global Covenant Christian Churches.
The people rescued from the homes were taken to other care facilities to receive medical attention.
Liability for Elder Abuse in Los Angeles County
Care facilities in California have a legal obligation to protect residents from foreseeable sources of harm. They must provide those in their care with all of the medical treatment and support that they need. According to 42 U.S.C. § 1395i-3, “A skilled nursing facility must provide services to attain or maintain the highest practicable physical, mental, and psychosocial well-being of each resident, in accordance with a written plan of care which describes the medical, nursing, and psychosocial needs of the resident and how such needs will be met.” Care facilities are supposed to take a number of measures to protect their residents.
- Adequate Staffing: Care facilities must ensure that they have adequate staff-to-resident ratios at all times.
- Individual Care Plans: Care facilities should create individualized care plans to meet the specific needs of all residents.
- Fall Prevention: Care facilities should implement handrails and nonslip flooring to help reduce the odds a resident falls.
- Neglect Prevention: Care facilities should have a zero-tolerance policy for any type of abuse or neglect that they uncover.
When a care facility fails to take adequate measures to protect residents from harm, this could serve as evidence of negligence. Neglect can come in many different forms. This includes failing to periodically move residents who are immobile. When residents are not regularly moved, they could develop painful pressure ulcers. In a number of situations, nurses and other staff at these facilities may hit the people they are caring for.
Steps to Take After Elder Abuse in Los Angeles
Abuse and neglect at care facilities remains incredibly common across Los Angeles and the United States. According to the World Health Organization, “Around 1 in 6 people 60 years and older experienced some form of abuse in community settings during the past year. Rates of abuse of older people are high in institutions such as nursing homes and long-term care facilities, with 2 in 3 staff reporting that they have committed abuse in the past year.” Multiple actions should be taken after any instance of abuse in a long-term care facility.
- All medical records related to mistreatment should be sought.
- All physical evidence related to the mistreatment should be collected and preserved.
- All licensing and certification records related to the facility should be reviewed.
- The family of any person who has been abused or mistreated in a care facility should seek the guidance of an experienced personal injury attorney.
It can be difficult to know where to begin if a loved one has been abused or neglected at a care facility. Neglect can leave victims with long-term psychological and medical health complications. To make matters worse, care facilities and their insurance providers will almost never accept responsibility if someone in their care is harmed. Victims of elder abuse are protected by a number of laws. They are able to seek some measure of accountability through a civil claim.
