RIVERSIDE, CALIFORNIA (March 31, 2025) – A 36-year-old man identified as David Robledo Jr was arrested on charges of child sexual abuse and for possession of child sexual assault material.

Riverside County officials are saying that the defendant was a Lake Elsinore Unified School District employee. David Robledo Jr is being charged with lewd acts against a child under 14 years old.

He was arraigned on March 23 and pleaded not guilty. The Riverside County Child Exploitation Team began an investigation into the actions of David Robledo Jr in December 2024. They received a tip that he may be storing child sexual abuse material on a cloud-based service.

There are reports that the defendant was working as a night custodian in the Lake Elsinore Unified School District. A full investigation remains ongoing at this time.

Liability for Riverside County Child Sexual Abuse

Sexual abuse in a school setting remains all too common in the United States. According to Psychology Today, “About 10 percent of students will experience educator sexual misconduct by the time they graduate high school. Most perpetrators are male (89.1 percent) and teachers (63.4 percent) or coaches/gym teachers (19.7 percent).” Schools should take a number of measures in order to prevent instances of sexual abuse.

  • Schools should enforce zero-tolerance policies with respect to sexual misconduct.
  • Schools should have anonymous reporting mechanisms to help identify instances of misconduct.
  • Schools should ensure that all teachers undergo thorough background checks and reference checks.

Schools have a legal obligation to protect students from reasonably foreseeable sources of harm. They must enforce all rules and regulations necessary to protect children from abuse. Consider, for example, Doe v. Lawndale Elementary School District. According to the Second District Court of Appeal, “We conclude, consistent with California negligence law, that school administrators have a duty to protect students from sexual abuse by school employees, even if the school does not have actual knowledge of a particular employee’s history of committing, or propensity to commit, such abuse.” It is important that certain measures are taken after any instance of sexual abuse involving school employees.

  • The history of misconduct involving the teacher should be understood.
  • Eyewitnesses should be interviewed.
  • Medical records related to any abuse should be collected.
  • An experienced school sexual abuse attorney should be contacted.

Sexual abuse in a school setting is often highly preventable. Indeed, by the time any school employees were arrested for sexual misconduct, there were often numerous red flags that were missed. Teachers are mandated reporters under the law. They have a legal obligation to report reasonably suspected instances of misconduct. But far too often this does not take place. The family of any child who is sexually abused by a school district employee may be able to seek some measure of accountability through a civil claim.
