Multiple Probation Officers Place On Probation At Los Padrinos Juvenile Hall In Downey Following Undisclosed “Significant Incident”
DOWNEY, CALIFORNIA (January 13, 2024) – Eight officers at the Los Padrinos Juvenile Hall have been placed on probation following some type of serious incident at the facility.
Los Angeles County officials are saying that the incident took place in December. Officials within the jail have not released specific information about what happened.
They have only described the event as a “significant incident” which led to 8 officers being placed on probation. However, anonymous sources for the LA Times have said that a teen detainee was beaten by a group of other youths as probation officers stood idly by.
The victim reportedly suffered a broken nose and needed to be hospitalized following the incident. A full investigation into the incident at the Los Padrinos Juvenile Hall remains ongoing at this time.
This incident follows numerous lawsuits targeting LA County juvenile halls after reports of sexual abuse and excessive force.
Liability For Los Angeles County Juvenile Hall Attacks
Violence within jails and youth detention facilities is incredibly common. Certain areas within these facilities are more prone to violence. According to one study in the Journal of Crime and Justice, “a disproportionate number of assaults occurred in certain locations, most often in dayrooms/lounge halls (36 percent) or youth rooms (21 percent) than elsewhere in the facilities; fewer assaults occurred when youth were in school.” There are a number of steps that youth detention facilities should take in order to prevent violence.
- Jail staff should be properly trained in conflict resolution and de-escalation techniques.
- Jails should provide all youths at the facility with mental health support.
- Jails should always treat the children at these facilities with decency and respect.
Depending on the facts of any case, a jail could be liable if any person is injured in their care. Jails have a legal obligation to protect inmates from reasonably foreseeable sources of harm. This includes protection from attacks at the hands of other inmates. When a jail has particular knowledge of specific threats and fails to act, this could form the basis of a constitutional claim. See, for example, U.S. Supreme Court case Farmer v. Brennan, No. 92- 7247, 511 U.S. 825 (1994). It is important that certain steps are taken after any attack.
- Eye witnesses should be interviewed.
- Surveillance footage should be sought.
- Medical records should be preserved.
- An experienced civil rights attorney should be contacted.
The vast majority of inmate attacks at jails and youth facilities are preventable. They are rarely the result of the action or inaction of a single individual. Rather, they tend to be the result of systemic failures within any detention facility. It is important that inmates at these facilities understand their rights. Any person that is injured due to the deliberate indifference of jail officials may have legal recourse. A civil rights attorney can examine all of the unique facts of your case and let you know what your legal options are.
