MURRIETA, CALIFORNIA (August 19, 2024) –  A Murrieta Valley Unified School District employee identified as Wayne Conklin was arrested on suspicion of sexually abusing two children.

Riverside County officials are saying that the accusations were made on July 16. Detectives learned that two minors were allegedly assaulted in 2016 at a residence in Murrieta.

Riverside County officials are saying that Wayne Conklin was booked into the Cois M. Byrd Detention Center. He faces charges of lewd acts upon a child.

The police are seeking the public’s help. They are asking anyone who was a victim of Wayne Conklin to reach out to them.

A full investigation into all of the allegations remains ongoing at this time.

Liability For Murrieta Child Sexual Abuse Charges

Child sexual abuse remains alarmingly common in all aspects of society, particularly within education. According to the National Education Association, “there were 14,938 incidents of sexual violence in K–12 schools in 2017 – 2018 compared with 9,649 in 2015 – 2016, representing a 55 percent increase.” There are a number of measures that schools should take in order to prevent child sexual abuse.

  • Schools should thoroughly vet all employees.
  • Schools should understand the factors that lead to sexual victimization and predation.
  • Schools should thoroughly investigate all suspected instances of misconduct.

Schools have a legal obligation to protect children from predictable sources of harm. This includes sexual abuse. Consider, for example, Taylor v. Oakland Scavenger Co., 17 Cal. 2d 594 [110 P.2d 1044], “It is the duty of the school authorities to supervise at all times the conduct of the children on the school grounds and to enforce those rules and regulations necessary to their protection.” When a school fails to properly supervise the children in their care during school hours, this can form the basis of a negligence claim. Several steps should be taken after any instance of child sexual abuse.

  • The history of allegations against the suspect should be understood.
  • Eyewitnesses should be interviewed.
  • The actions of school officials leading up to the abuse should be investigated.

Sexual abuse within a school setting is nearly always preventable. It tends to occur when school officials are not monitoring students or are otherwise not following safety protocols. Sadly, schools will often do everything in their power to deny responsibility when children are injured in their care. This is why it is so important for victims to seek legal counsel as early as possible.
