SAN JACINTO, CALIFORNIA (October 16, 2025) –  A 31-year-old man identified as Antoine Sims was arrested following allegations of sexual assaults against minors at a Riverside County residential treatment facility.

Riverside County officials are saying that the arrest comes more than a year after an investigation began in September 2024. The Riverside County Sheriff’s office learned about allegations related to Antoine Sims.

He was an employee at the treatment facility in San Jacinto. He was allegedly involved in inappropriate contact with multiple juvenile residents that he was caring for.

Police claim that he engaged in a pattern of predatory behavior and grooming. Antoine Sims has since been arrested in Winchester. He is facing multiple felony charges.

These include committing lewd acts upon a child and oral copulation with a minor under 16 years old. Deputies believe that there may be additional victims.

A full investigation into all of the allegations remains ongoing.

Liability for Sexual Abuse at Youth Treatment Centers

Treatment facilities and other institutions that care for minors have a legal obligation to protect them from foreseeable sources of harm. This includes protecting them from sexual abuse at the hands of employees. To that end, children at these centers must be adequately supervised at all times. Failing to properly supervise children who are then sexually abused could form the basis of a civil claim. There are many other steps that institutions should take to prevent sexual abuse.

  • Rigorous Hiring and Screening: Institutions should conduct comprehensive background checks to ensure that potential employees are not criminals or sexual offenders.
  • Staff Training: Institutions should conduct mandatory training to help employees recognize grooming and boundary violations that often lead to abuse.
  • Facility Design: Institutions should eliminate areas where adults have one-on-one contact with children. Ideally, these places should have two adults supervising children, particularly during sensitive medical exams.
  • Reporting Mechanisms: Institutions should have mandatory reporting protocols for any suspected instance of abuse. They should also thoroughly investigate all allegations of misconduct.

When a child is sexually abused at a treatment facility, the perpetrator could face criminal and civil liability for what happened. The institution itself could also be held civilly responsible for what happened. Many of these claims proceed on the legal theory that the perpetrator was negligently hired or retained. In other words, the institution continued to employ the perpetrator even though they posed a risk of harm.

Steps to Take After Riverside County Sexual Abuse

Sexual abuse remains a common occurrence at schools and other institutions across California and the United States. According to RAINN, “Every year, perpetrators sexually abuse tens of thousands of U.S. children and teens. These experiences can leave lasting emotional, psychological, and physical scars.” It is important that certain actions are taken after any instance of child sexual abuse.

  • Safety: The immediate safety of the child should be taken into consideration. They should be removed from any school or institution where they are being placed at risk.
  • Medical Treatment: Victims should seek treatment to address any physical or psychological injuries. This can also help create a record of what happened.
  • Police Investigation: The police should be informed of the abuse so that they can conduct a criminal investigation. This is a key part of making sure that the perpetrator is held accountable.
  • Legal Review: Any person sexually abused at a school or other institution should strongly consider speaking with an experienced sexual abuse attorney. An attorney can review the facts of your case at no cost and help identify all liable parties.

Sexual abuse at schools and other institutions is often highly preventable. It tends to be the result of predictable safety lapses. In particular, employees at these locations may fail to notice clear signs that grooming and misconduct are taking place. By the time any person is arrested for child sexual abuse, there have often been numerous missed red flags. Victims of sexual abuse are able to seek some measure of accountability and justice through a civil claim.
