VICTORVILLE, CALIFORNIA (November 26, 2024) – A para-educator at Brentwood Elementary School identified as Fadil Shabazz was arrested on charges of sexually abusing a minor.

San Bernardino County officials are saying that the incident took place on November 20, 2024. Investigators conducted an interview of Fadil Shabazz.

By the end of the interview, the defendant was placed under arrest on suspicion of violating PC 288 (A) Lewd and Lascivious Acts on a Child Under the Age of 14.

The defendant has subsequently booked into the High Desert Detention Center. Any person with more information about the actions of Fadil Shabazz should reach out to the Victorville Police Department.

A full investigation remains ongoing at this time.

Liability For San Bernardino County Child Sexual Abuse

Child sexual abuse remains very common in California. A large portion of the abuse that takes place occurs in a school setting. According to RAINN, “One in 9 girls and 1 in 20 boys under the age of 18 experience sexual abuse or assault. 82% of all victims under 18 are female. Females ages 16-19 are 4 times more likely than the general population to be victims of rape, attempted rape, or sexual assault.” Schools should take several steps in order to prevent child sexual abuse.

  • All schools should perform thorough background checks on employees, contractors, and volunteers at the school.
  • School officials should understand the factors that contribute to sexual victimization and predation.
  • Schools should establish and enforce clear policies related to sexual harassment and misconduct.

Schools have a legal obligation to properly monitor students at all times of the day. Consider, for example, Taylor v. Oakland Scavenger Co., 17 Cal. 2d 594 [110 P.2d 1044], “It is the duty of the school authorities to supervise at all times the conduct of the children on the school grounds and to enforce those rules and regulations necessary to their protection.” Most sexual abuse takes place because students are not being properly monitored. It is important that certain steps are taken after any suspected instance of sexual abuse.

  • A police report should be created.
  • The history of misconduct by the assailant should be understood.
  • Medical records related to the assault should be preserved.
  • An experienced teacher sexual assault attorney should be contacted.

Teachers are mandated reporters under the law. They have a legal obligation to report reasonably suspected instances of abuse. But far too often schools will turn a blind eye to abuse that is taking place in their midst. In many situations, schools fail to implement safeguarding procedures because the assailant is well-known and liked. Any person who is sexually abused by a school official may have legal recourse through a civil claim.
