Redlands Teacher Elvin Vereau Arrested for Allegedly Sexually Abusing Child

REDLANDS, CALIFORNIA (May 16, 2025) – A Redlands teacher identified as Elvin Vereau has been arrested for allegedly sexually abusing a female child over several years.

Riverside Police Department officials are saying that the arrest followed an investigation into a family disturbance. During a follow-up investigation, they determined that Elvin Vereau had been sexually abusing a female child over a period of multiple years.

He was previously a special academic instructor at Citrus Valley High School. He has also been employed by the Redlands Unified School District for over a decade.

Detectives remain concerned that there could be additional victims who have not yet come forward. A full investigation into the actions of Elvin Vereau remains ongoing. 

Liability for San Bernardino County Child Sexual Abuse

Much of the sexual abuse that is perpetrated in an academic setting is never properly reported or investigated. According to one study in Sage Journals, “Educators who engaged in sexual misconduct were primarily male (85%), whereas students who reported experiencing educator misconduct were primarily female (72%). Rates of disclosure to authorities were very low (4%) and some sexual grooming behaviors like gift giving (12%) and showing special attention (29%) were reported.” Schools tend to make a number of errors that allow sexual abuse to continue.

  • Vetting: Schools may fail to properly screen and vet all employees. They may also fail to follow up with prior employers who have records of inappropriate behavior.
  • Minimizing Allegations: Schools may downplay reports of misconduct when it is directed against popular teachers or staff.
  • Self-Protection: Schools may take measures to punish teachers who report suspicious behavior, even though those teachers are obligated to under the law.

Schools have a legal obligation to protect students from foreseeable sources of harm. This includes protecting them against sexual abuse at the hands of teachers and even third parties. School officials must adequately supervise children at all times and enforce all rules and regulations necessary for their protection. When school officials allow safety lapses–such as letting teachers become isolated with single students–this creates the prime environment for abuse.

A number of lawsuits have been filed against school districts that failed to properly protect students against sexual abuse. Consider, for example, C.A. v. William S. Hart Union High School District. Attorneys for the plaintiff argued that their client was sexually abused by a high school guidance counselor due to negligent supervision. The California Supreme Court held that the school district could be liable for the sexual battery under the legal doctrine of respondeat superior. It is essential that certain measures are taken after any instance of sexual abuse in a school setting.

  • The history of misconduct involving the perpetrator should be understood.
  • The abuse should be reported to the police so that they can begin a thorough investigation.
  • Medical records related to any possible injuries should be preserved.
  • An experienced sexual abuse attorney should be contacted.

By the time any teacher is arrested for sexual abuse, the scope of any potential misconduct could be great. It is also common that numerous red flags were missed that could have prevented the abuse. Teachers are mandated reporters. They are required to report reasonably suspected instances of sexual abuse. But far too often what happens is those in positions of power fail to report teachers who are well liked. It is important that victims of sexual abuse understand that they do have legal options. They’re able to seek some measure of accountability through a civil claim.
